Rules of submitting, reviewing and publishing scientific articles

1. General Provisions

1.1. These Rules determine the procedure for sending, reviewing and publishing scientific articles in the journal “Izvestiya of the Kabardino-Balkarian State Agrarian University named after V.M. Kokov” (hereinafter referred to as the journal).

1.2. These Rules are developed taking into account the requirements of the order of the Ministry of Education and Science of the Russian Federation dated December 12, 2016 No. 1586 “On approval of the rules for the formation of a list of peer-reviewed scientific publications in which the main scientific results of dissertations for the degree of candidate of science, for the degree of doctor sciences and requirements for peer-reviewed scientific publications for inclusion in the list of peer-reviewed scientific publications in which the main scientific results of dissertations for the degree of candidate of science, for the degree of doctor of science must be published”.

1.3. The surname of one author in each issue should appear no more than twice.

1.4. Submitting the text of the work for publication in the journal, the author guarantees the correctness of all information about himself, the absence of plagiarism and other forms of illegal borrowing in the manuscript of the work, the proper design of all borrowings of the text, tables, diagrams, illustrations. The authors of published materials are responsible for the selection and accuracy of the facts, quotations, statistics and other information.

1.5. The editors are not responsible for the accuracy of the information provided by the authors. The author, sending the manuscript to the Editorial Office, takes personal responsibility for the originality of the study, instructs the Editorial Board to make the work public through its publication in the press.

Plagiarism is the deliberate appropriation of the authorship of someone else's work of science, thought, art or invention. Plagiarism may be a violation of copyright law and patent law, as such may entail the legal liability of the author.

1.6. The author guarantees that he has exclusive rights to use the material transferred to the Editorial Board. In case of violation of this guarantee and, in connection with this, claims against the Editorial Board, the author independently and at his own expense undertakes to settle all claims. The editors are not responsible to third parties for violation of the guarantees given by the author.

1.7. It is not allowed to provide the editorial office with works that are sent for publication in other publications or printed in them.

1.8. Sending materials to the editorial office for publication means the consent of the author to the above requirements.

2. Procedure for submitting scientific articles

2.1. The editorial office simultaneously provides the materials of the article with a cover letter.

2.2. The editorial board of the journal accepts for consideration articles and materials that correspond to the subject and requirements for the design of scientific articles of the journal. Materials that do not correspond to the subject and requirements of the journal, or are issued in violation of the rules for the preparation of manuscripts, are returned to the author for revision.

The date of submission of the article is the day the editors receive the version that meets the requirements of the journal.

2.3. By sending an article to the editorial office of the journal, the author grants the publisher of the journal a free right to publish the article and place it on the information and telecommunication network "Internet". At the same time, the author retains intellectual rights to the work.

2.4. The article must be original, previously unpublished in other magazines, correspond to a high scientific level and have scientific novelty. References to the authors' publications used in the article are required. The authors are responsible for the content of the articles, the accuracy of the facts, quotations, economic and statistical data, proper names, geographical names and other information.

2.5. The manuscript submitted to the editors of the journal must be accompanied by the signature of the author (co-authors) at the end of the manuscript under the following provisions:

- the presented material has not been published anywhere before and is not currently under consideration for publication in other publications;

- the authors have no conflict of interest related to this publication (if there are two or more authors);

- the author (co-authors) does not object to the placement of the full-text version of the article in the information and telecommunications network "Internet";

- the author (co-authors) gives (s) consent to the processing of his (their) personal data.

2.6. In case of inconsistency of the submitted manuscripts with the profile of the journal and the requirements for the design of articles, the manuscripts are not reviewed and are not returned to the authors, about which the authors are notified by the editors.

2.7. A scientific article and a cover letter must be submitted to the editorial office in paper and electronic form identical in content. The article is submitted to the editorial board in paper form by person or by mail at the address: 360030, Nalchik, Lenin avenue, 1v, editorial board of the journal “Izvestiya of the Kabardino-Balkarian State Agrarian University named after V.M. Kokov”.

It is also allowed to send the text of the article and scanned copies of the last page of the article and the cover letter with the signature of the author (authors) in electronic form to the e-mail address of the editorial office of the journal: kbgau.rio@mail.ru

2.8. Manuscripts of scientific articles are not returned to the authors.

2.9. At any stage before the publication of a scientific article in the journal, the author may refuse to publish it by sending a corresponding request to the Editorial Office.

2.10. The materials of the article should be open. The presence of a restrictive stamp serves as a basis for rejecting the material from open publication.

2.11. Notification of the authors about the receipt of materials is carried out by the editors within three days.

2.12. Manuscript of a scientific article received by the editors of the journal is considered by the executive secretary for the completeness of the package of submitted documents and the compliance of the manuscript (article) with the requirements of the editorial office, the profile of the journal and the rules of registration. In case of non-compliance with the conditions of publication, the article may be sent to the author for revision.

2.13. The article corresponding to the profile of the journal and the requirements for publication is sent for review.

3. Procedure for reviewing scientific articles

3.1. All manuscripts of scientific articles received by the editors of the journal undergo a review procedure for the purpose of their peer review. Scientific articles prepared in accordance with the requirements of the journal are allowed for review.

3.2. All materials submitted for publication in the journal are subject to review.

3.3. Each article undergoes a two-stage review. At the first stage, the article is checked on formal grounds and in the Anti-Plagiarism system. The level of originality of the article must be at least 75%.

3.4. The procedure for the initial consideration of the article (the first stage of review):

3.4.1. Preliminary review period: no more than 14 days.

3.4.2. The editorial board of the journal accepts for consideration articles and materials corresponding to the scientific profile of the journal. Materials that do not correspond to the subject of the journal are not accepted for consideration.

3.4.3. Articles are checked for borrowings under the Anti-Plagiarism program and are subject to mandatory peer review.

3.4.4. The manuscript of a scientific article received by the editorial office of the journal is considered by the executive secretary for the completeness of the package of submitted documents and the compliance of the manuscript (article) with the requirements of the editorial office, the profile of the journal and the rules of registration. In case of non-compliance with the conditions of publication, the article may be sent to the author for revision.

3.4.5. An article corresponding to the profile of the journal and the requirements for publication is registered in the register of manuscripts received by the editorial office, indicating the date of receipt, the title of the article, full name. author(s), place of work of the author(s), contact details (tel., e-mail address).

3.4.6. If the article meets the formal requirements and has the required percentage of originality, it, together with a check report in the Anti-Plagiarism system, is sent for review to a specialized scientist from the editorial board or a member of the University's expert council or an external reviewer. With a positive review of the article, it is allowed for publication.

3.5. The order and procedure for reviewing manuscripts (second stage):

3.5.1. Reviewing scientific articles is organized by the editor-in-chief and the editorial board of the journal. The editorial board must include at least eight specialists - candidates or doctors of science (or holders of academic degrees obtained in a foreign country, who have made a significant contribution to the development of the relevant field of knowledge) from among scientific, scientific and pedagogical workers.

3.5.2. Members of the editorial board give written consent to participate in the work of the editorial board of the journal. Written consent is stored in the editorial office of the journal throughout the entire time of work of a member of the editorial board.

3.5.3. The manuscript of a scientific article received by the editors of the journal is considered by the editorial board for its compliance with the requirements, the profile of the journal and the rules of registration. In case of non-compliance with the conditions of publication, the article may be sent to the author for revision.

3.5.4. The manuscript corresponding to the profile of the journal and the requirements for publication is transferred to the reviewer (the authors of the manuscripts are not informed about the identity of the reviewers).

3.5.5. Reviewers of manuscripts of scientific articles received by the editors of the journal may be members of the editorial board of the journal, members of the expert councils of the University in scientific areas, scientific and pedagogical workers of the Federal State Budgetary Educational Institution of Higher Education of the Kabardino-Balkarian State Agrarian University, who have the degree of doctor or candidate of sciences, specialists (doctors or Candidates of Sciences) from other educational and scientific organizations in Russia and foreign countries, representatives of ministries, departments, institutions.

3.5.6. All reviewers must be recognized experts in the subject of the peer-reviewed materials and have publications on the subject of the peer-reviewed article within the last 3 years.

3.5.7. The reviewer cannot be the author or co-author of the peer-reviewed scientific article, the supervisor (consultant) of the author. The person involved in the review may refuse the peer review of the article if he does not have the necessary competence.

3.5.8. Involvement of external reviewers is allowed when members of the editorial board of the journal, scientific and teaching staff of the University do not have the necessary level of competence for the peer review of a scientific article. In this case, the editorial board of the journal decides to involve in the expert evaluation of the manuscript of the article a specialist who has publications related to the content of the materials received by the editors of the journal.

3.5.9. Peer review of articles submitted to the editorial office of the journal is carried out through mandatory two-sided “blind” peer review (the author does not know the reviewer, and the reviewer does not know the author).

3.5.10. In the case of an ambiguous expert assessment of the article by the reviewer involved in the review and in the case when the topic of the article is at the junction of various scientific specialties, the editors together with the editorial board of the journal may recommend

4. Decision to publish a scientific article

4.1. After receiving the reviews at the next meeting of the editorial board, the issue of the received articles is considered and, based on the conclusions of the reviewers, the final decision is made to publish the article or refuse to publish it in the prescribed manner.

The decision of the editorial board is taken by a simple majority of votes. In case of equality of votes, the vote of the editor-in-chief is decisive. The quorum for making a decision is set at 50% of the total number of members of the editorial board.

4.2. When making a final decision on accepting an article or refusing to publish it, the editorial board of the journal draws attention to the relevance of the scientific problem being solved by the author. The review should unequivocally characterize the theoretical or applied significance of the study, correlate the author's conclusions with existing scientific concepts. A necessary element of the review is the assessment by the reviewer of the personal contribution of the author of the article to the solution of the problem under consideration. It is advisable to note in the review the correspondence of the style, logic and accessibility of the presentation to the scientific nature of the material, as well as the reliability and validity of the conclusions (the representativeness of the practical material involved in the analysis, the degree of illustration of the examples given by the author, tables, quantitative data, etc.) are assessed. The review ends with a general assessment of the article and a recommendation for publication, revision or reasoned rejection of the material.

4.3. On the basis of the decision made, the author(s) on behalf of the editor sends an e-mail, which gives a general assessment of the article and sets out the decision made regarding the materials submitted by the author(s).

4.4. If the article can be published after revision and elimination of comments, the letter gives recommendations for revision/removal of comments. Reviewers and the editors of the journal do not enter into discussions with the authors of the article about the comments made.

4.5. If the reviewer has comments on the article, then the author needs to finalize it within five days.

4.6. The article sent by the author(s) to the editorial office after the revision/elimination of comments, together with the author's response to each item of the comments indicated in the review, is re-reviewed by the same reviewer or by another - appointed at the discretion of the editors.

In the registration journal, a note is made on the date of receipt of the new edition of the article.

4.7. If the article contains a significant share of critical remarks of the reviewer and with a general positive recommendation, the editorial board can classify the material as polemical and publish it in the order of scientific discussion.

4.8. If there is a negative review, the article is not accepted for publications.

4.9. In case of rejection of the article from publication, the editors of the journal send a reasoned refusal to the author within three working days.

4.10. The editors provide permanent storage of published scientific articles. Reviews are kept in the editorial office of the journal for at least five years.

4.11. The editors undertake to send copies of reviews to the Ministry of Science and Higher Education of the Russian Federation upon receipt of a corresponding request by the editors.
